European Information Society Conference – EISCO 2008
EISCO 2008 will assess the progress of the Digital Local Agenda (DLA) in Europe, its contribution to innovation, governance and e-Inclusion by means of digital networks and communication instruments. The aim of the conference is to showcase the development of local networks and inter-regional cooperation to foster progress of the Digital Local Agenda. Innovative partnerships in the territory may be able to stimulate demand for e-Services as well as their delivery through single points of access.
The DLA also calls for sustainable strategies addressing the infrastructural deficit and secure the use of ICT. The conference will tackle infrastructural services empowering local administrations to function as integrated e-Government systems, leaving no one behind. It will also address inclusive policies in regions, to initiate and support collaboration between them and build a community of experts.
EISCO 2008 will build its conclusions upon e-Practices from all over Europe, presented at the conference. A set of recommendations shall be approved in Naples, aiming at strengthening the Digital Local Agenda process and engaging as many local and regional governments as possible with its implementation.
This year’s conference takes place in Italy, a country well known for its networking capacities at local level and that has invested considerable human and economic resources in Information Society and e-Government. The Italian government, the regions and representatives of the 8,100 local governments have signed a solidarity pact in which each level of governance is partner on equal terms. The aim is ambitious: build an e-Government national system taking the local level and its needs as point of origin. The Digital Local Agenda has become a strategic instrument, promoted by the associations of local and regional authorities.
EISCO 2008 is organised by the European network ELANET (CEMR) supported by the Council of European Municipalities and Regions (CEMR), together with the City of Naples, with the support of the Region Campania and the Province of Naples. As at previous conferences, EISCO 2008 enjoys the active collaboration of EU networks representing regional and local administrations: eris@, Eurocities’ Knowledge Society Forum, e-Forum and IT4ALL. The Italian Government (Ministry of Innovation, Ministry of Regional Affairs and Local Administrations, Ministry of Communication) is also member of the Organising Committee.
